Most of the balances bear the name 'L. Oertling, London'. The Oertling firm made chemical assay and bullion balances and was hydrometer maker to the Inland Revenue. A 5-page typescript list from Jan 1929 also bears the name Geo. Owen, Smethwick. George Owen was Chief Inspector of Weights and Measures for the county borough of Smethwick and member of the executive council of the Incorporated Society of Inspectors of Weights and Measures.
