Toplis writes 'With respect to our Manufactory your Lordship has been misinformed, ours is for the purpose of Spinning Long Wool for the Tammy, and other manufactories... I have not heard of any Apparatus for making Slubs.' A note on the reverse in another hand states that Toplis was a manufacturer and machinist on Lord Bathurst's estate.
