Model in brass of Silver's patent, 1855, governor for marine steam engines, on wooden base. Made by Elliott Bros.

This form of throttle valve governor was patented by Mr. Silver in 1855-7. It has crossed arms with balls on the end of each, the action of gravity being thereby neutralised, so that the governor can be used in any position as at sea. When the balls fly outward under centrifugal action, they are assisted by a spring connected with the sleeve working the throttle valve.
