This doll could possibly be a 1982 "Eskimo Barbie" - which used the 'Kira' face mould, which was most commonly used for dolls depicting Asian races. However, this doll is wearing the 1978 Designer Originals "Royal Ball" blue lace dress, which was originally sold with shoes, a cape, and a hand bag.

The "Eskimo Barbie" was originally part of the Dolls of the World series, a series of diverse dolls which began to be released in 1980, and continued in various guises until 2014. This doll was re-issued in the 1990s, as many others in the series were.
