Article on reverse reads 'Next week, Britain's towns and villages will be electing their councils. But many of the 36 million people asked to vote will not be doing so. Does it matter? they can ask. Whille the rest of the country talks about the Buchannan Report, Newcastle's council have anticipated it. Excavators are tearing a deep trench through the heart of the city.'
