Born circa 1794 in Farnham, Surrey, William Lewin was a Civil Engineer. He spent much of his adult life in Boston, Lincolnshire, where he held a number of offices including magistrate for the borough of Boston and engineer to the Witham Drainage Commissioners, the Fourth District Commissioners, the Boston Harbour Commissioners and some smaller trusts.

He died in Boston on 8 May 1863.
