Robert Urie Wallace was born in 1939. He joined British Railways as a Mechanical and Electrical Engineering Sandwich Course student, undertaking this role between 1958 to 1963.

He went on to become the Deputy General Manager, of British Rail: Eastern Region before becoming the Infrastructure Project Director for the Channel Tunnel. He also served as the Director of Regional Railways North East between 1993 to 1997.
