Charles Joseph Francis Brown became an Economist in the British Railways Board’s Policy Unit in 1979, before working as a Policy Adviser and then as the Policy Unit Director. In 1993 he was seconded to the Office of the Rail Regulator before working for the Civil Service between 1996 and 1999.
