Lord Richard Andrew Rosser as born in 1944 and worked as a RaiIway Industrial Relations Clerk for London Underground in 1962. He then became Shift Clerk in the Divisional Office at Baker Street and subsequently worked in the Operating Manager's Department, London Underground Headquarters and becoming a Personal Assistant to the Operating Manager Railways.

He had a long-running and significant trade union career in the Transport Salaried Staffs' Association (TSSA). He started as Branch Officer, before undertaking Research Officer and Finance Officer roles. He also served as Divisional Secretary, London Midland Region as well as Assistant General Secretary between 1982 and 1989. He was appointed General Secretary of the TSSA in 1989, serving in that capacity until 2004. He has sat in the House of Lords since 2004 as a Labour life peer.
