Philip F. Wiltshire was born in 1941 and joined British Rail’s Electrical Engineering Graduate Scheme in 1963. In 1967 he became Assistant Divisional Engineer in Doncaster and Assistant Divisional Engineer at Stratford in 1968. He was appointed as Divisional Engineer at Norwich in 1971. Between 1988 and 1992 he serves as Deputy Signalling & Telecoms Engineer for British Rail: Eastern Region, before moving to the British Railways Board as Signalling Engineer Group Standards, serving in that capacity between 1992 and 1994. He moved to the Railtrack in their Safety & Standards Directorate as Controller Standards between 1994 and 2003.
