James Gullen Morgan, known as Jim Morgan, was born in 1948. He was a Civil Engineering student with British Rail: London Midland Region studying at the University of Newcastle in 1966. He then undertook various posts in the Chief Civil Engineer’s Office at Euston from 1974. He then became a Divisional Civil Engineer at Liverpool working on electrification and became Permanent Way Maintenance Engineer at Liverpool East in 1979. From 1984 he was appointed as the Assistant Area Civil Engineer at Exeter in British Rail: Western Region in 1984, before moving to Newport in 1986. In 1988 he became the Area Civil Engineer at Glasgow before moving to Network SouthEast as the Infrastructure Manager South Western in 1990. In 1993 he became Zone Director South Western at Railtrack, staying in this post until 1997 when he was appointed the Director of GB Railways, which led to posts abroad. In 2011 he became the Interim Managing Director of First Capital Connect. He has also worked as a European Rail Traffic Management System (ERTMS) Sponsor for Network Rail. In 2013 he was appointed as Infrastructure Director of Wessex Alliance and from 2014 to 2015 undertook consultancy work in Toronto. Until 2019 he served as a Technical Advisor on HS2 for the Department for Transport.
