The foreword summarises the contents as dealing with motive power organization and stores, foremanship, discipline and factory acts, locomotive inspectors and firing instructors, standard practices, modernization, casualty and examination schemes, repair and shopping of locomotives, operating and organization affecting motive power supervisory staff, including outdoor machinery, and diesel locomotives and railcars. Amendments and additions have been pasted onto individual pages.
