Lap scales, c.1920.

A lap scale is used in a cotton mill to measure the weight of a lap – a thick, rolled-up sheet of fluffy cotton, which is part way through being processed. The lap will be fed into a carding engine for the next stage in the process of turning raw cotton into finished textiles.

This example us from Bank Top Mill in Oldham and is thought to date from the 1920s.
