This tool made by Goodbrand & Co. Ltd was used to test the speed of textile machine's shaft or spindle. The speed could affect the quality of the thread produced or the productivity of the machine. Goodbrand & Co. Ltd. was founded in Manchester in around 1879 as Goodbrand & Holland. Their works were in Strangeways, then Cheetham (Hill) and later Stalybridge. The company manufactured textile testing machines that were used by cotton manufactureres and merchants.
