The Sun contact sheet by Young. Caption on back reads: Local Government Officers, both trainees and established men are carrying out a time of time and motion exercise. The students are assessing the walking speed of the lecturer and they then turn the speed into a rating scale which can then be adapted to all types of job timing. Bearsed man is Richard Simmonds (G.L.C. work study chief).
