One photograph of a solder selling tickets to a queue of children. Caption on back reads: 'At a Government emergency coal dump in Page-street, Westminster, coalless Londoners are sold sixpenny tickets, entitling them to 14-lbs. of coal. Customers are limited to four tickets. Since the scheme has been in operation more than 7,500 tickets have been sold. Warden G.F. Wilkins of Post 21, Westminster, selling sixpenny coal tickets to children queueing for their families' supply'.
