Caption on back reads: 'The Government emergency coal dumps in London are being used to meet the urgent requirements of householders, and sixpenny tickets are being sold to Londoners, who take them to the dump and receive in exchange 14-lbs. Of coal. Four sixpenny tickets are allowed to each purchaser, and the distribution of the coal is supervised by Civil Defence workers. These pictures were taken at the Page-street dump, Westminster, where coal is being distributed at the rate of three people to every set of scales per minute.'.
