It is essential for the welfare of the nation that the railways should be maintained in an efficient manner, and be prepared to meet any military demends which may be placed upon them. This cannot be done if the Staff is seriously depleted and.....it is requested that in future anyone in the service of the Company wishing to enlist will first ascertain from his departmental office whether he can be spared from his railway duties.
