The photograph shows five men gathered under a lampost. By the end of 1930 unemployment rates had risen dramatically from 1 million to 2.5 million. In 1934 Scotland, along with South Wales, Tyneside and West Cumberland, was identified by the government as an area with special employment requirements, meaning the government invested in projects to provide employment.
