We have been from home for a few days & on our return find your letter of the 24th inst.
We think that a permit had better be first put in & …… but the opening must be at the expense of the company it is not to imply any deficiency or difficulty occasioned by our clients but one resting on the …...... & cannot [struck through] be payed for them by then.
