Address given Friday, September 22nd, 1882 in Nottingham. Traces the development of state education since the 1870 Act. On page 13 it refers to the Royal Commission and talks about the Preliminary Report which gave some insight into the advanced technical education in Europe compared to England. Printed in Burslem by James Dean, at the Borough Steam Printing Works, in 1882.
