Describes how the 'school was established in September, 1878, under Lord Sandon's Education Act, and over 500 Children have already been benefited by it'. The school's children 'have literally been rescued from the gutter' and receive 'a good elementary education [and] are taught various useful industrial occupations, such as matmaking, and are fed by the School Board'. However it is noted that due to an Act of Parliament the Board cannot clothe the poorly-dressed children, 'many of them nearly naked' and so a fundraising Concert at the School is proposed.
