Opens: 'In a flying visit to Sweden in August of this year, I was much impressed by the prevalent interest which is there practically shown in hard-work instruction. While the other nations of Europe have only here and there taken some tentative steps towards meeting the requirements of the age, this free-minded northern people have gone forward in earnest and have found it possible, with very limited means, to enlarge in the right direction their already excellent system of general education'.
