A wide ranging address on Technical Education given by Lord Shand on the opening of the Watt Institution and School of Arts, in Edinburgh. Mentions the Finsbury Technical College. Directly refers to the Commission (p.17-18). 'The important Commission, under the chairmanship of Mr. Samuelson, which is now engaged in inquiring into "the instruction of the industrial classes of certain foreign countries" [...] will no doubt report how far they would recommend the introduction of trade schools into this country'.
