Includes speech on Technical Education in Europe by Sir Cunliffe Owen, Director of South Kensington Museum, in which he recounts the visit of a delegation of workmen and educators to the Paris Exhibition of 1878, and their conclusions that English institutes were behind those of France. Also includes a speech by Swire Smith in which the RCTI commissioner recounts his visit to a French professional school where, during a tour of a classroom, he spotted a German military helmet in a cabinet. The teacher explained he used the helmet to demonstrate to unruly pupils the advanced nature of technical education in Germany. The helmet having been left behind by a German soldier during the country's occupation of France. Smith ends the anecdote saying that England could also take heed of the teacher's lesson.
