Part of an address delivered at the monthly meeting of the London Foremen Engineers' and Draughtsmens' Association on November 4th 1852. Argues for technical education for all children properly taught by qualified workmen. Argues all employers must accept apprentices. Argues there must be legislation on employers to ensure that apprentices are properly taught and that their lessons should be in the afternoon rather than the evening. Suggests apprentices could also be boarded with employers to ensure good conduct and way of life.
