Addressed to Samuel Morely, Esq., M.P.; Sir Harcourt Johnstone, Bart., M.P., and Hodgson Pratt, Esq., Trustees of the Artizans' Institute. Summary of views he had obtained as the 'results of endeavours made during the last four years to ascertain the views of practical and scientific workmen on the subject of Technical Education, as to what it is, and what it should be'. He says he is 'giving their opinions, seldom introducing my own, which for the most part are simply a reflection of theirs--I am in fact speaking for them'. He mentions how 'all parties appear agreed' on the value of Technical Education' (p.3) and that 'the great City Guilds are [...] preparing a scheme for a Technical University'. Argues for more practical technical classes. Price Sixpence. Stamped 'Royal Commission on Technical Instruction 1881' and signed J B Samuelson Esq. M.P. 'With the author's compliments and regards'.
