'The Lord Mayor', who was chair of the meeting, 'observed that he knew of hardly any public institution likely to conduce to so much good among the working-classes as one such as theirs'. Describes how 'the system of apprenticeship seems to be dying out, and what instruction was given was badly and grudgingly imparted'; therefore there was and is a great need for educational institutions like the Artizans' Institute.
