File is comprised of two bundles of letters, fax transmissions, report and accounts, briefings, lists of franchises and Train Operating Companies, press releases, and analysis papers produced by Prism Rail PLC, Office of Passenger Rail Franchising (OPRAF), Central Rail Users Association, Jonathan Bray, Barry Doe, Shrewsbury - Wolverhampton Rail Users Association, Parish Church of the Holy Spirit, Dovecot, Sea Containers Limited, Railway Development Society, and others (1995-1998). Bundle one contains materials related to the development of franchises, the development of Passenger Service Requirements, passenger experiences of compliance with Passenger Service Requirements through timetabling, cleanliness and other conditions, Passenger Track Access Conditions, and analysis of privatised rail including "Rail Privatisation and your Constituency", "Railtrack: A Briefing for Responsible Shareholders", draft franchise agreements, and invitations to tender on franchises. Bundle two contains letters from rail passengers, "Guidelines for Dealing with Stranded Passengers", leaked documents on the contravention of franchising agreements through retailing and the sale of multiple journey tickets, new terms from Great Britain Railways Group PLC and Anglia Railways, and milestones of Connex South Central (1996).
