The image evidences a campaign stunt with campaigners proceeding from Victoria Station to a meeting with the Secretary of State for Transport, Stephen Byers, at the offices of the Department of Transport, Local Government and the Regions in Bressenden Place. In the close-up image, a transport campaigner wearing a reflective vest holds two timetables, one produced by Network Rail.
